Centralized or Decentralized Organization? ABSTRACT Politicians and construct managers continue to debate over whether to centralize or to change departments, information systems and services. Sh ard service centers (SSCs) are gaining importance in flat coat administration as a means to innovate, to adulterate be and to increase service levels.
